The Failure of the 28-Article Peace Proposal for Ukraine: Why Diplomatic Efforts Continue to Falter

Europe breathed a deep collective sigh of relief on Monday, as the crisis caused by the announcement of a new comprehensive peace framework for resolving the conflict appeared – temporarily – to have been contained. A American diplomat spoke of "substantial progress" after diplomatic discussions in Geneva. On Monday night, Russian leadership made its countermove: an extensive attack of missile and drone strikes on Kyiv.

The Pattern of Diplomacy and Destruction

The chain of conflicting incidents captured the harsh reality of the current period. By day, diplomatic battles are waged: optimistic declarations are issued from various governments. Immense energy is allocated on managing certain initiatives. By night, Russian leadership clearly shows the world that, for them, war remains the key method for achieving "settlement".

After-Dark Attacks

As the offensive unfolded into the early hours of Tuesday, the present situation of Ukraine's defenselessness was laid bare. Ukraine is capable of detecting projectile deployments from across the border, a capability provided through up-to-date information. From witness perspectives, defense planes that had been scrambled to engage hostile aerial threats streaked across the sky – modern combat jets provided to Ukraine by NATO members.

Moments later, Kyiv's missile defense engaged: defensive missiles deployed against a incoming threat. This was a sophisticated defense system at work, presumably supplied through partner states. Every launch shakes the surroundings, rattling buildings. The instant of fear quickly transforms into resigned acknowledgment: perhaps the approaching threat won't strike its target this time, sparing the city from devastation and further power outages.

Ongoing Risks

Soon after, a large-caliber weapon fired at a aerial vehicle close by, part of a mobile-fire group – almost certainly allied-provided weaponry. Regrettably, the projectiles didn't strike the opposing UAV – it maintained course toward its objective.

Intermittently, this persisted until dawn. Kyiv awoke to the early updates: multiple fatalities, destruction and utility failures in many homes as a result of the night's assault. As always, everyone still continued their routines – experiencing conflict. But those 24 hours demonstrated Ukraine's essential dependence on international aid – a dependence that European nations are clearly incapable to fill in the short term.

Ineffective Peace Efforts

The comprehensive proposal from US administration sparked intense emotion, discussion and profound anxiety – and briefly redirected concern from Ukraine's major integrity crisis in years. Yet, we have seen this script before, after earlier high-level meetings and international summits.

Every new approach from American administration adheres to the consistent cycle: a diplomatic cavalry charge against Ukraine, which Kyiv, with allied governments, effectively counters. They contain the crisis but never actually achieve victory. This trend will, undoubtedly, endure.

Tactical Assessments

It is easy to blame specific actors of consistently pushing Moscow's conditions. But that does not seem to be the whole story. Washington works based on a assumption well known to seasoned negotiators: you cannot secure via talks what you have failed to defend militarily. The White House assumes that it is unrealistic to compel Moscow to surrender the areas that it currently occupies in Ukraine's southern or eastern regions.

The issue is that while recognising this factual reality, American administration does little to discourage Russia, through words or deeds, from thinking that the situation will not shift further in its benefit in the near future.

Opposing Positions

Therefore, Russian leadership is certain that time is on his side – that Ukraine and its allies are coming close to fatigue. Their incentive to agree to terms that does not give them the largest achievable advantage is close to zero. There may be numerous efforts to end hostilities, but they will persist as long as Russia's leader remains supremely confident in the result.

On the contrary, Ukrainian leadership believes that Ukraine can still persist, progressively conceding lives and land but preventing a complete military breakdown until situations evolve in its advantage.

Existing Situation

Realistically, there are no actual prerequisites for a ceasefire. Now, individual motivations are entering the equation: political desires to broker a ceasefire and secure international recognition, and Ukrainian leadership's double obstacles – on one hand, not to distance important partners, and on the other, to unite the population around the flag against any plan Kyiv finds unworkable, so that their priority does not shift toward internal issues. And although their task will now be considerably more difficult after recent developments, it remains highly unlikely that this will change their overall approach.

These opposing factors are influencing discussions.

Conclusion and Outlook

It took a mere seven days to terminate the 28 points of the most recent proposal. Assertive and inconsistent approach of the matter by American leadership, opposition by Ukraine and the other European countries, along with pacifying measures of negotiators, and finally, current information leaks, all served their function.

While new proposals based on established approaches are imminent, Kyiv, London and other Western governments should draw one fundamental conclusion: Ukraine and Europe will only be able to counter political attacks from Washington that are rooted in Kremlin requirements and show specific hesitation to change the course of events, if they maintain solidarity and strengthen their defence capabilities at a significantly accelerated rate. If they do, neither external pressure nor military threats will be able to break them. In the meantime, Ukraine's capacity to counter nocturnal attacks will, for the predictable period, mainly require ongoing international assistance.
